Director of Safety & Justice: Alternative Response


Gabriela Solis Torres is the Director of Safety & Justice: Alternative Response at the Government Performance Lab (GPL), where she established the Alternative 911 Emergency Response Initiative dedicated to strengthening alternative 911 emergency response by providing technical assistance to governments, evaluating promising solutions, and disseminating learnings that facilitate adoption of programs at scale. Since the initiative’s launch in 2020, Gabriela and her team have supported over 35 governments establish and grow their alternative response programs, led an executive education program at the Harvard Kennedy School for alternative response leaders, and grown an active Community of Practice with more than 450 government practitioners leading alternative response locally.

Prior to the GPL, Gabriela worked with the UCLA Latino Policy and Politics Initiative to conduct data research to help advance advocacy efforts pertaining to domestic policy issues affecting communities of color and served as Co-Director of Case Management for Bruin Shelter, a shelter for college students experiencing homelessness. Gabriela was born and raised in East Los Angeles, CA and is a proud daughter of Mexican immigrants and first-generation college graduate. She holds a BA in Gender Studies and Sociology and an MSW and MPP from UCLA.
