Sean was a Project Leader at the Harvard Kennedy School Government Performance Lab, where he advised on and supported the implementation of major reform initiatives at child-and-family serving agencies. His portfolio primarily focused on preventing child welfare involvement, preventing placement instability for youth with mental and behavioral health needs, and on promoting a kin-first culture. Outside of his direct project work, Sean also lead the Children and Family Team’s work on equity in procurement. In New Hampshire, Sean supported the $48M redesign of the child welfare agency’s service array with a focus on expanding access to services, improving the quality of services available, and incorporating the lived experiences of families into the procurement and management of programs. 

Prior to the GPL, Sean focused on rural hunger and poverty in the Mississippi Delta. He was a policy fellow at the Arkansas Hunger Relief Alliance and an analyst at Southern Bancorp Inc., the South’s largest community development financial institution (CDFI), where he focused on expanding economic opportunity for residents. Sean is a graduate of Hendrix College in Conway, Arkansas, where he studied politics and was awarded the President's Medal, the top honor for a graduating senior. Sean also holds degrees from The London School of Economics (M.Sc. in Social Policy) and The University of Reading (M.Sc. in Food Security and Development), both earned on a Marshall Scholarship.
