Rachel Fowler

Project Leader


Rachel Fowler is a Project Leader on the Children & Families team working with the Oregon Department of Human Services. She supports the implementation of referral pathways that connect families at risk of child welfare involvement with community-based services. She also leads work to advance the Children & Families team’s efforts in testing and demonstrating alternatives to the child protection system. Previously, as a Government Innovation Fellow, Rachel supported the Washington State Department of Children, Youth, and Families in scaling a referral pathway program connecting pregnant people experiencing substance use disorders with community resources.  

Earlier in her career, Rachel spent five years working in public health at the federal level. This included consulting for the Centers for Medicare and Medicaid Services (CMS) and working at the U.S. Agency for International Development (USAID). Rachel holds a Bachelor of Science in Business Administration from Carnegie Mellon University and a Master of Public Policy from Duke University.  She is based in Seattle and loves to paint, muse at crosswords, birdwatch with her partner, and talk to her cat, Elvira.
