Oscar was a Government Innovation Fellow based in Chicago. He supports U.S. and Latin America cities implementing results-driven contracting strategies. He leads GPL's engagement with the Municipality of Santiago (Chile), focused on improving the outcomes of high-priority procurements and enhancing contract management practices. Oscar also provides technical assistance in impact evaluation to the Illinois Department of Corrections. While earning an MPA from Princeton University’s Woodrow Wilson School, Oscar focused his studies on evidence-based approaches to increase government effectiveness, working with the Poverty Action Lab (J-PAL) in India and the Millennium Challenge Corporation. Previously, he served as Team Leader of Colombia’s Ministry of Defense Strategic Analysis Group, carrying out monitoring and evaluation strategies for the sector's flagship programs. Oscar holds a B.Sc. in Economics and a B.A. in Philosophy from Universidad de los Andes in Bogota, Colombia.
