
Olivia Lucas
Government Innovation Fellow
Olivia Lucas was a Government Innovation Fellow on the Procurement team supporting the Procurement for Good Jobs initiative. Her work advanced living wage jobs and economic mobility for disadvantaged workers by improving job quality standards within city procurement processes. Olivia worked directly with a cohort of governments to pilot strategies for Request-for-Proposal (RFP) development and broader procurement practices that expanded access to high-quality jobs and ensured city contractors aligned with local workforce goals.
Prior to joining the GPL, Olivia worked for the City and County of San Francisco at the Public Utilities Commission. As the Social Impact Partnership Coordinator, she advised city contractors and non-profits on delivering programs to improve youth education, job access, small business development, and environmental justice in neighborhoods surrounding public infrastructure projects. Olivia has also worked for the Los Angeles Mayor’s Office of Economic Opportunity and completed internships in the offices of Congresswoman Barbara Lee (CA-12) and Senator Elizabeth Warren (D-MA).
Olivia earned a Master in Public Affairs from Princeton University and a BA in International Relations from Mount Holyoke College.
