
Libby Doyle
Research and Writing Fellow
Libby Doyle is a Research and Writing Fellow with the Government Performance Lab. She primarily supports the Homelessness and Housing team by developing publications and resources that elevate and spread insights from their project work with governments across the country.
Prior to joining the GPL, Libby worked as a Research Fellow with the City of Durham’s Community Safety Department, an alternative 911 response program, where she supported the department’s efforts to improve access to housing and behavioral health resources for residents. Previously, Libby worked as a Research Analyst in the Urban Institute’s Justice Policy Center, where she conducted mixed-methods evaluations of local, state, and federal criminal justice policies and programs. Her project work at Urban focused on enhancing access to housing and supportive services for people with justice system involvement and included evaluations of a housing-based reentry program, a rapid rehousing pilot program, and a mobile health clinic for people experiencing homelessness. Libby holds a Master’s in Public Policy from Duke University and a Bachelor of Arts in public policy and political science from the University of North Carolina at Chapel Hill.
