Project Leader
Isabel Garcia was a Project Leader at the Government Performance Lab, where she supported the day-to-day management of the Procurement Excellence Network (PEN), a free online hub designed to support public sector leaders as they drive reforms to make their procurement practices more efficient, fair, results-driven, and equitable, and to sustain strategic transformations over time.
Before joining the GPL, Isabel worked with the Boston Mayor’s Office of Economic Opportunity and Inclusion, primarily project managing, administering, and overseeing the implementation of American Rescue Plan Act (ARPA) funds to support women- and minority-owned small businesses recover from the pandemic. Prior to that, she worked in New York City as the Special Assistant to the President/CEO of FAIR Health, a healthcare nonprofit dedicated to healthcare cost transparency. She also spent time working in Mexico City assisting the Mexican Ministry of Education roll out an alternative pedagogical model in marginalized primary schools.
Isabel earned a Master in Public Policy from the Harvard Kennedy School and a Bachelor of Science in Social Policy and International Studies from Northwestern University.
