Hillary served as a Project Leader with the Government Performance Lab, where she worked on feasibility for Pay For Success in Washington State. She also helped explore feasibility for housing-related Pay For Success projects in New Mexico and New York. She also worked on What Works Cities projects related to procurement policy, most recently leading a cohort of cities—Louisville, Providence, and Kansas City—through developing vendor performance evaluation forms. Prior to working for the GPL, Hillary was in law school, during which she spent a summer in the US Attorney’s Office in Seattle and a summer in the Washington State Governor’s Office, working for the General Counsel. She holds a BA in Art History and East Asian Studies from Dartmouth College, and a JD from Harvard Law School.
