Florence Juillard

Florence served as a Government Innovation Fellow in Massachusetts, where she studied the state’s call centers in an effort to improve constituent experience. Previously, Florence was Vice President for Community Development in the New York Tri-State market at Citi. Florence designed and implemented the local strategy related to financial capability grants as well as projects targeting New York City’s public housing population. Florence’s portfolio of financial capability and local government innovation grants totaled nearly $1 million.

Florence also worked at the New York City Housing Authority’s (NYCHA) Office of Resident Economic Empowerment and Sustainability (REES) as the Assistant Director of Asset Building and Financial Literacy, and later as Senior Strategic Project Manager supporting the revamp of the departmental strategy by implementing a new service coordination model. Additionally, Florence served as the Financial Fitness Program Director at Urban Upbound, and as Regional Manager for Lending at ACCION East.

Florence holds a B.A. in Political Science from Columbia University and an MPA-PNP in Public and Non-Profit Management from the Wagner School of Public Service at NYU.
