Government Innovation Fellow


Evan Karl is a seasoned public servant and strategic policy advocate, who supported the GPL’s Procurement Excellence Network (PEN) as a Government Innovation Fellow. In this role, Evan focused on enhancing government procurement processes through innovative practices and strategic reforms, aiming to foster more equitable and efficient public sector operations.

Before joining the GPL, Evan led significant initiatives at the NYC Mayor’s Office, including directing a team responsible for executing a citywide food distribution program targeting homebound seniors throughout the height of the COVID-19 pandemic. Prior to the crisis, he oversaw multiple community-facing initiatives at New York’s City Hall designed to amplify civic engagement and enhance public service delivery. Outside of his 9-5 role, Evan’s commitment to public service is also reflected in his work as a community organizer and active participation in progressive political campaigns.

Evan graduated with a Masters in Public Affairs (MPA) from Princeton University in May 2024 and holds a Bachelor of Arts in Political Science from Amherst College. He has also taken coursework at New College, University of Oxford and UMass Amherst’s School of Public Policy.
