Assistant Director of Homelessness & Housing


Emma Kornetsky is an Assistant Director on the Homelessness & Housing team, where she leads the team’s work supporting local governments to manage homeless response systems more effectively towards outcomes and advance homelessness prevention. 

Her team has focused on better understanding pathways into homelessness, designing and testing homelessness prevention interventions, and refining design and management practices for rental assistance and eviction prevention programs. They also work to build the capacity of staff in homeless response systems to manage programs using data to deliver better, and more equitable, outcomes for residents. This has included standing up new performance management policies, designing and delivering staff trainings, and providing coaching to help agencies build and sustain these new approaches. 

Emma joined the GPL in 2020 as a member of the Children & Families team, where she supported Michigan’s Children’s Services Agency to connect families at risk of child welfare involvement to upstream community supports, and to improve the procurement, delivery, and management of contracted family support services. Prior to joining the GPL, Emma led government relations for the largest hunger-relief organization in the Philadelphia region. Emma holds an MBA from MIT Sloan School of Management and a BA in Psychology from Haverford College, where she graduated Phi Beta Kappa and magna cum laude. She lives in Brooklyn, New York with her dog, and enjoys playing soccer and going on long walks with many stops for sweet treats.
