Emma Cregg

Emma Cregg is Assistant Director of Children & Families at the Government Performance Lab, where she leads a team and manages a diverse portfolio of projects focused on equipping government leaders with actionable tools and supports to improve outcomes for children and families. She manages the GPL’s work focused on strengthening kinship care, including Kin-First Implementation Cohorts as part of the GPL’s 40 to 50 Kinship Initiative. She has also managed the Children and Family Wellbeing Accelerator portfolio, trained hundreds of government practitioners on management strategies, and developed performance management tools and supports for state and agency leaders used to drive resident-centered improvements.

Emma is based in Charleston, South Carolina, and previously held government positions at the city, county, and state levels. These past experiences include work in budget and performance management strategy, legal justice system reform, and data systems management, overseeing development of the state’s Covid-19 data dashboards and Carolina’s vaccine rollout plan.

Emma holds a Master of Public Administration from the College of Charleston with an emphasis in Urban Planning and BAs in Spanish and Interdisciplinary Studies. Emma also lived in Paris, France while working for UNESCO’s Intercultural Dialogue Team and completing a Research Fellowship focused on addressing local challenges local host cities face when implementing national refugee policy. She is an avid traveler and aspiring flâneur, returning to wander the streets of Paris and watch the Eiffel Tower sparkle as often as she can.
