Emma Cregg is a Project Leader supporting the Government Performance Lab’s work to address the needs of relative caregivers both within and outside the foster care system. Emma is based in Charleston, South Carolina, and held government positions at the city, county, and state levels before joining the GPL. These past experiences include work in data-driven criminal justice system improvements, municipal budget planning, and performance management. Most recently, Emma served as a Senior Consultant to the State of South Carolina’s Department of Health & Environmental Control (DHEC) data analytics team, sourcing, building, and maintaining data dashboards used to track state-level Covid-19 health metrics, develop the Covid-19 vaccine rollout plan, and monitor health (in)equity indicators throughout SC communities.
Emma holds a Master of Public Administration from the College of Charleston with an emphasis in Urban and Regional Planning and BAs in Spanish and Interdisciplinary Studies from Lee University. Following graduate school, Emma lived in Paris, France while teaching at the Université de Versailles Saint-Quentin-en-Yvelines (UVSQ), completing a Research Fellowship focused on challenges faced by host cities implementing national refugee policy, and interning with UNESCO’s Section of Intercultural Dialogue. She still returns to Paris as often as possible, known to re-route entire trip itineraries to catch one more Eiffel Tower sparkle.
