Declan Sullivan
Government Innovation Fellow
Declan Sullivan is a Fellow on the Government Performance Lab’s Children & Families team, where he works with the Maryland Governor’s Office to streamline administration of the state’s Unemployment Insurance program. This work is a part of the Governor’s broader effort to end child poverty in the state.
Before joining the GPL, Declan served as a Senior Program Associate at Georgetown University’s Center for Innovations in Community Safety, supporting a portfolio of projects focused on improving police accountability. He has also conducted research on workforce reform and civilianization in the Philadelphia Police Department, as well as the effects of gentrification on demand for 911 and emergency services.
Declan holds an MPhil in Criminological Research from the University of Cambridge, an MPA from the University of Pennsylvania, and a bachelor’s degree in biology and psychology from Gettysburg College. Outside of work, he enjoys cooking, writing, and exploring the many museums and parks of Washington, DC.
