
Colby Clabaugh
Government Innovation Fellow - Pennsylvania
Colby worked as a Government Innovation Fellow assisting the Commonwealth of Pennsylvania with its Pay for Success initiative. Prior to joining the GPL, Colby completed his PhD in Politics at Princeton, where he spent five years studying the political effects of natural disasters in comparative perspective and the political economy of developing countries. While at Princeton, he conducted independent and collaborative research in the US as well as in Benin, Rwanda, and Uganda. Before arriving at Princeton, Colby worked for The Urban Institute in Washington, DC, where he helped implement the impact evaluation of a donor-funded microfinance program in Benin and provided support to USAID-sponsored local governance projects in Republic of Georgia and Pakistan. Colby holds a BA in Political Science and International Affairs from The George Washington University and an MA and PhD in Politics from Princeton University.
