Catia was a Government Innovation Fellow who assisted governments in Rhode Island and New Mexico in their efforts to implement performance-based contracting in the fields of workforce development and behavioral health. Prior to joining the GPL, Catia worked for the Commonwealth of Massachusetts on various economic analysis and special finance projects, including pay for success contracts in the fields of juvenile justice, homelessness, and adult basic education; the infrastructure investment incentive program which finances public infrastructure from resultant economic growth; and caseload forecasting. Catia holds a B.A. from Northeastern University, where she spent a summer assessing the effect of wraparound services on participant success for a microfinance institution.
