Carol Cavallari is a Project Leader on the Government Performance Lab’s Homelessness & Housing team, where she oversees new project engagements focused on optimizing supportive housing resources, as well as the team’s new housing supply accelerator program. Carol has managed rehousing and performance management projects in Allegheny County, PA, Chicago, Louisiana and San Francisco.
Carol joined the GPL in 2022 as a Fellow on the Procurement team, providing procurement excellence coaching to cities across the US and South America, helping them improve their procurement systems and deliver better services to residents.
Before joining GPL, Carol led education policy initiatives at not-for-profit organizations focused on strengthening government capacity in education. Earlier in her career, Carol was a policy advisor in the public sector, helping design and implement education policies affecting over 3 million students at the São Paulo State Department of Education. She also led strategic planning and economic development work as a policy advisor at the Departments of Planning and Economic Development of the State of Goiás.
Carol holds a Master of Public Policy from the Hertie School in Berlin and a bachelor’s degree from the State University of São Paulo.
