Carol Cavallari is a Government Innovation Fellow with the Procurement and Economic Mobility team, where she works with cities across North and Latin America improving their procurement and contracting systems to be more efficient, transparent, equitable and strategic.

Before joining the GPL, Carol worked in the not-for-profit sector supporting Brazilian state and local governments improving education policies and fortifying health responses during the pandemic. Prior to that, she worked in the public sector assisting in the design and implementation of education policies for over 3 million students at Sao Paulo State Department of Education. Within her work in the public sector, she also contributed to the enhancement of strategic planning and economic development policies in the Departments of Planning and Economic Development of the State of Goiás. 

Carol earned her Master of Public Policy from the Hertie School, in Berlin. She completed a summer internship at J-PAL Latin America and Caribbean delving into research that explored the intersection between gender, social media exposure and learning outcomes, as well as employment and productive inclusion in Brazil.
