Anna Low-Beer is a Government Innovation Fellow with the Criminal Justice team. She is supporting local jurisdictions to implement alternative 911 emergency response programs that utilize unarmed responders trained to de-escalate crises to connect residents in need to community-based resources.

Prior to joining the GPL, Anna worked in the nonprofit sector, creating communication strategies and managing projects on issues ranging from environmental justice to reentry reform. Her experience includes working with the NYC Mayor’s Office of the Chief Technology Officer as the project manager on a team of graduate consultants conducting user-centered research regarding meaningful broadband adoption for low-income communities. Most recently, Anna oversaw the design and delivery of a new Fellowship program offering paid digital media training for formerly incarcerated individuals in New York. She holds a Master of Public Administration degree from Columbia’s School of International and Public Affairs, with a concentration in urban and social policy. In her spare time, Anna enjoys listening to live music, walks in the park with her dog, and taking photographs.
