Ali Kelly was a fellow working with the Michigan Department of Health and Human Services. She worked with the Children’s Services Agency to design and test strategies that enable more children in out-of-home care to live with their relatives rather than in foster homes or residential settings.

Ali graduated with a Master's in Public Policy from the Blavatnik School of Government at the University of Oxford in 2017. She has spent the last four years working in the UK Civil Service. During this time she acted as a Senior Policy Advisor at the UK Ministry of Justice where she worked on a range of projects focused on implementation issues within the criminal justice system including health and justice, electronic monitoring and prison releases. Ali also worked in the UK Prison & Probation service where she worked on workforce capability within the UK National Probation Service.

Ali is a Foundation Scholar of Law and French from Trinity College Dublin and also holds an MSc in International Politics.
