This solutions book reflects on the GPL’s efforts to spread results-driven contracting solutions since beginning our partnership with Bloomberg Philanthropies on their What Works Cities initiative in 2015. This brief includes case studies on 17 procurement projects completed across 13 jurisdictions with technical assistance support from the GPL.
In this brief, we identify common barriers that can take procurement from a back office function to a strategic initiative to deliver residents much-needed services, such as improving outcomes of homelessness services in Seattle, Washington, to procuring a bike share system operator in Boston, Massachusetts.
