
Rachel Pak
Government Innovation Fellow
Rachel Pak is a Government Innovation Fellow with the Children & Families team, where she works on prevention projects designed to shift child welfare efforts away from punitive interventions and toward expanding access to voluntary, community-based supports for families. This year, she is supporting Kentucky’s Community Response pilot, which connects families to community resources.
Previously at the GPL, Rachel supported Oakland, California and St. Paul, Minnesota to test the development of new measures of safety informed by resident experience. She also worked with the Michigan Department of Health and Human Services to strengthen home visiting programs for families.
Prior to the GPL, Rachel managed media relations at the Tahirih Justice Center, an immigration advocacy organization, where she worked with immigrant survivors to write trauma-informed stories to support policy advocacy. She also spent two years in Guatemala leading communications at Pueblo a Pueblo and Semilla Nueva, where she headed efforts to center communities’ voices in external communications.
Rachel holds a Master in Public Policy from the Harvard Kennedy School and a Bachelor of Arts in Government and Politics from the University of Maryland, College Park.
