Rachel Fowler (she/her) is a Government Innovation Fellow working with the Oregon Department of Human Services. She is supporting the implementation of referral pathways that connect families at risk of child welfare involvement with community-based services. This past year, Rachel supported the Washington State Department of Children, Youth, and Families (DCYF) with scaling a referral pathway program connecting pregnant people experiencing substance use disorders with community resources.

Prior to joining the GPL, Rachel worked for five years in public health at the federal level. This included consulting for the Centers for Medicare and Medicaid Services (CMS) and working at the U.S. Agency for International Development (USAID). Rachel holds a B.S. in Business Administration from Carnegie Mellon University and a Master of Public Policy from Duke University.
