
Carol Cavallari is a Project Leader with the Homelessness & Housing team at GPL, where she oversees new project engagements focused on optimizing supportive housing resources. As a Fellow at the GPL, Carol supported the Procurement team, where she conducted the GPL’s first work in Brazil, providing procurement excellence coaching to the cities of Fortaleza and Rio de Janeiro, and helped Washington, DC and Jackson, MS improve their procurement systems to serve residents better and deliver services.
Before joining GPL, Carol co-led an alliance of not-for-profit organizations focused on enhancing government capacity within the education field. This initiative targeted learning gaps in approximately 1,000 underserved schools in Sao Paulo, leading to significant improvements in learning outcomes for 200,000 students and reversing declining performance trends.
Earlier in her career, Carol was a policy advisor in the public sector, where she helped on the design and implementation of education policies for over 3 million students at the São Paulo State Department of Education. She also contributed to strategic planning and economic development policies in the Departments of Planning and Economic Development of the State of Goiás.
Carol earned her Master of Public Policy from the Hertie School in Berlin and completed a summer internship at J-PAL Latin America and Caribbean.
