Project Leader


Emma Cregg is a Project Leader at the Government Performance Lab. She designs and manages a project portfolio focused on spreading and accelerating the uptake of actionable tools and supports for government leaders implementing systems change​. This has included managing the Children and Family Wellbeing Accelerator project portfolio, training hundreds of child welfare practitioners on kin-first management strategies, and developing outcome-driven performance management supports for state and agency leaders.
Emma is based in Charleston, South Carolina, and previously held government positions at the city, county, and state levels. These past experiences include work in budget and performance management strategy, legal justice system reform, and data systems management, including the sourcing and building of the state’s Covid-19 data dashboards and developing South Carolina’s vaccine rollout plan.
Emma holds a Master of Public Administration from the College of Charleston with an emphasis in Urban Planning and BAs in Spanish and Interdisciplinary Studies. Emma also lived in Paris, France while working for UNESCO’s Intercultural Dialogue Team and completing a Research Fellowship focused on addressing local challenges local host cities face when implementing national refugee policy. She is an avid traveler and aspiring flâneur, returning to wander the streets of Paris and watch the Eiffel Tower sparkle as often as she can.
