This technical guide provides a set of seven practices to produce better outcomes for high-need clients served by the nation’s network of Workforce and Innovation Opportunity Act (WIOA)- funded one-stop career centers.
The recommended practices center around identifying high-need jobseekers, improving their progress through services, and increasing access to training and high-quality employment. These recommendations are targeted to career centers that are managed by a local workforce board which contracts with private providers for center services and operations.
